ADVERTISEMENT FOR BIDS
Sealed bid proposals endorsed "Proposal For Construction of Route 125 Sidewalk Improvements, TAP-9901(834)", addressed to the City of Fair Grove, Missouri, 81 S. Orchard Blvd, Fair Grove, Missouri 65648, will be received by the City of Fair Grove until 11:00 a.m., Prevailing Local Time, on Thursday, February 29th 2024, at the Fair Grove City Hall, 81 S. Orchard Blvd in Fair Grove, Missouri and at that time will be publicly opened and read aloud. The proposed work generally includes the following:
Construction of 5' wide concrete sidewalk, access connections, culverts, and any incidental work related thereto, including street improvements within the project area in accordance with the plans and specifications. The project is generally located along the north side of W. Old Mill Rd. and along the east side of S. Orchard Blvd. near the city park and school campus in the City of Fair Grove, Greene County, Missouri. The total length of the improvements is approximately 2,250 feet.
Plans and specifications may be obtained at the offices of OWN Engineering, formerly Anderson Engineering, 3213 South West Bypass, Springfield, Missouri, upon payment of
a submission of a nonrefundable deposit of $50.00 for each set. Additional shipping and handling expenses are applicable and the responsibility of the bidder. Checks for plans, specifications and shipping are to be made payable to OWN Engineering, Inc. Digital plans and contract documents may be obtained from the Engineer for a fee of $25 by contacting mneal@weareown.com or calling (417) 866-2741.
All labor used in the construction of this public improvement shall be paid a wage no less than the prevailing hourly rate of wages of work of a similar character in this locality as established by the Department of Labor and Industrial Relations (Federal Wage Rate), or state wage rate, whichever is higher.
The City of Fair Grove hereby notifies all bidders that it will affirmatively ensure that in any contract entered into pursuant to this advertisement, businesses owned and controlled by socially and economically disadvantaged individuals will be afforded full opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, religion, creed, sex, age, ancestry, or national origin in consideration for an award. The bidder will insure that Disadvantaged Business Enterprises will have the opportunity to participate in the performance of this contract and or any subcontracts. Goals for the amount of work to be awarded to DBE's will be 0%.
All bidders must be on MoDOT's Qualified Contractor List per Section 102.2 of the Missouri Standard Specifications for Highway Construction, latest edition, including all revisions. The contractor questionnaire must be on file seven (7) days prior to bid opening. Bidders are informed that all contractors are subject to full compliance with all applicable laws, ordinances, rules and regulations, and the requirements of the Equal Opportunity Act and it is not the intent of the owner to arbitrarily dismiss any authorities.
Each bidder shall file with his bid a bidder's bond in the amount of 5 percent of the contract price as indicated per the contract documents. The bidder to whom a contract is awarded will be required to furnish a performance bond and a payment bond on the forms provided, payable to the City of Fair Grove, and in the amount of 100 percent of the contract price in conformity with the requirements of the General Conditions.
Proposals must be on forms provided and all unit price bids, extensions and totals provided thereon shall be completed fully. The Contract, if awarded, will be awarded to the lowest, responsive, responsible bidder complying with the Conditions of the Contract Documents and within the Owner's budget. The Bidder to whom the awards are made will be notified at the earliest possible date. The City of Fair Grove, however, reserves the right to reject any and all Bids and to waive any informality in Bids received whenever such rejection or waiver is in his interest.
No bidder may withdraw his bid within 60 days after the actual date of the opening thereof.
Contractors and subcontractors who sign a contract to work on public works projects must provide proof of participation in a 10-hour OSHA construction safety program, or similar program approved by the Department of Labor and Industrial Relations, to be completed by their on-site employees within sixty (60) days of beginning work on the construction project.
No 2nd tier bidding will be allowed on this project.
