Buck Shockley, assistant superintendent at Dallas County R-1 School, gathered a group of county and city law enforcement, Dallas County 911, school officers and staff, and the Office of Emergency Management (OEM). The group tweaked protocols for opening the FEMA Community Shelter at Buffalo High School to ensure everyone was on the same page. It also reviewed current rules and expectations among these officials.
